HR Contact Details: How Agencies Find the Right HR Person

Need HR contact details to win clients? Why HR email ID lists fail, who to contact at a company, and how to get a verified email and direct number.

The fastest way to get useful HR contact details is not to buy an HR email ID list. It is to pick the companies you want as clients, identify the one person who decides on recruitment vendors there, and get that person's verified work email and direct number. For most recruitment agencies, that person is the talent acquisition head at mid-size and large companies, and the HR head or founder at smaller ones.

This guide is written for recruitment agencies and staffing firms in India trying to win new client companies. If you are a job seeker looking for HR contacts, there is a short section for you near the end.

Why buying an HR email ID list is a bad idea

Search for "HR email ID list" and you will find spreadsheets and PDFs, many uploaded to document-sharing sites years ago. They look like a shortcut. In practice they cost you more than they save.

The data is stale

HR and talent acquisition teams move often. A list compiled a year or two ago is full of people who have changed companies, changed roles, or left HR altogether. When you send to those addresses, they bounce. We explain the pace of this in why email lists decay faster than you think.

Many addresses are shared inboxes

A big share of "HR email IDs" on these lists are role addresses like hr@, careers@ or jobs@. Those inboxes are flooded with CVs. A vendor pitch sent there is usually read by nobody, or by a junior coordinator who has no say in which agencies get empanelled.

Old lists can contain spam traps

Mailbox providers and blocklist operators sometimes take closed mailboxes and reactivate them as spam traps, to catch senders mailing old or improperly sourced lists (Bird). Hit enough of them and your domain's reputation drops, which means your emails to real prospects start landing in spam too. Google's sender guidelines also ask senders to keep spam complaint rates below 0.3% (Gmail email sender guidelines). A purchased list of strangers is a quick way to break that.

India's Digital Personal Data Protection Act, 2023 now has its operating rules. The DPDP Rules, 2025 were notified on 13 November 2025, with most substantive obligations, including notice and consent standards, phased in over about 18 months (AZB & Partners, PIB). A purchased list rarely tells you where the data came from or whether the people on it ever agreed to be shared.

How the Act applies to B2B outreach to a work email is a question for a lawyer, not a blog post. But the safe habits are clear. Know where every contact came from. Contact people for a purpose that is relevant to their job. Make it easy to opt out and honour it at once. A list of unknown origin makes all three hard.

Who to contact at a target company

"HR" is not one person. Getting the right one is the difference between a reply and silence.

CHRO or HR head

The most senior HR person owns people strategy, budgets and policy. At large companies they rarely choose individual recruitment vendors themselves, but they approve the vendor framework.

Best for: companies with under roughly 200 employees, where the HR head is also the person hiring. Also useful for a strategic pitch, such as taking over a whole hiring function (RPO) or a large ramp-up.

Talent acquisition head or lead

Usually the right first contact for an agency. The TA head owns hiring targets, decides when internal sourcing is not enough, and manages the vendor panel.

Best for: mid-size and large companies with a separate TA team. If a company has a TA head, start here.

Hiring manager

The engineering manager, sales director or plant head who actually needs the people. They feel the pain of an empty seat more than anyone, and in some companies they can pull in an agency directly.

Best for: niche or senior roles, where you can show you have relevant candidates. Be careful not to go around HR in a way that annoys them. Many companies route all agency work through TA, so the hiring manager is best used as a second thread, not a replacement.

In practice, the best approach is to reach two or three of these people at the same account rather than betting on one. We cover how to do that without being pushy in multi-threading: reaching every decision-maker in an account.

How to find the right HR person

You do not need a purchased list to find names. Most of the information is public and current.

  • Company website. Check the About, Leadership and Careers pages. Smaller companies often list their HR head or the person handling hiring.
  • LinkedIn. Search the company's People tab for titles like "Talent Acquisition", "TA Head", "HR Head", "CHRO" and "Head of People". Check how long they have been in the role. Someone who joined three months ago is often reviewing vendors.
  • Job posts. On LinkedIn, the person who posted a job is often shown on the listing. On Naukri and the careers page, look at which roles are open and how many. A company with 15 open roles in one function is a company that may need help.
  • Press releases and news. Funding rounds, new offices, plant openings and big contract wins all lead to hiring. The release often quotes a leader by name.
  • Tools. Once you have a name and a company, an email finder can get the contact details.

How to get their verified work email and direct number

Having a name is half the job. You still need a way to reach them that actually works.

Work email

Most companies use a standard email format, such as firstname.lastname@company.com. You can often guess the format from public sources. The trap is sending to a guess without checking it. A wrong guess bounces, and enough bounces damage your domain. Always verify an address with the mail server before you send. Be extra careful at catch-all domains, which accept mail for any address, because a server check alone cannot prove the mailbox exists.

Direct number

In India, a lot of agency business is won on a phone call or a WhatsApp message, not an email thread. A direct number to the TA head is worth far more than the company's reception line. It also costs more to find, so it makes sense for your top accounts rather than every name. We go through when it is worth it in when is a phone number worth finding for a B2B prospect.

Using prospiq

prospiq does this step for you. Give it a person's name and company and it returns their verified work email and, if you ask, their phone number. You are charged only when a verified email or a phone number is found. A verified email costs 1 credit, a phone number costs 10 credits, and if nothing is found, nothing is charged. In India, paid plans start at Rs 2,399 a month plus GST for 500 credits.

A respectful outreach approach for agencies

Indian staffing is crowded. Every TA head at a growing company hears from many agencies a month. Here is how to be the one they reply to.

Time it to hiring activity

The best moment to reach out is when a company is hiring heavily. Watch for a spike in open roles, a funding announcement, a new office or a leadership change in HR. Reaching out then means your message answers a problem they have this week, not a hypothetical one.

Understand how empanelment really works

Most mid-size and large companies work with a fixed panel of approved agencies. Getting on that panel is the hard part. In practice, the agency that reaches the right person first, at the moment the company is scaling, is often the one that gets considered first. Once a panel is set, it can stay that way for a long time. Being early and being in front of the right person matter more than sending the most emails.

Lead with a specialism, not a service list

"We provide end-to-end recruitment solutions" tells the reader nothing. "We place mid-level Java and DevOps engineers in Pune" tells them exactly when to call you. Lead with the roles you are strongest at that match their open jobs.

Keep it short, and make it easy to say no

Three to five sentences. One clear ask. A plain way to opt out. If someone says no or asks you not to contact them, remove them from every list straight away. Do not add people to automated sequences with dozens of follow-ups.

Sample first messages

Adjust these to the company and the roles you see. Do not send them unchanged.

Email

Subject: Your Pune engineering hiring

Hi Priya,

I saw that [Company] has 12 backend roles open in Pune right now, most of them at 4 to 8 years' experience. That is exactly the band we hire for. Over the last year we have placed backend engineers with product companies in Pune, mostly within three to four weeks of a brief.

If you are looking to add an agency for these roles, I would be glad to send three relevant profiles so you can judge the fit before any discussion. Would that be useful?

If this is not something you handle, a pointer to the right person would be much appreciated. And if you would rather not hear from me, just say so and I will not write again.

Rahul

LinkedIn connection note

Hi Priya, I noticed [Company] is hiring heavily for backend roles in Pune. We specialise in exactly that band. Would be good to connect, and happy to share relevant profiles if it ever helps.

Call opener

"Hi Priya, this is Rahul from [Agency]. I will be quick. I saw you have a dozen backend roles open in Pune, and that is the exact profile we place. Is now a bad time for two minutes, or should I call back later this week?"

If it is a bad time, ask when to call back and leave it there.

If you are a job seeker looking for HR contact details

The same rules apply, on a smaller scale. Skip the HR email ID lists and generic hr@ inboxes. Instead, find the recruiter or TA person for the specific team you want to join, usually visible on the job post or in the company's LinkedIn People tab. Send a short, specific note that names the role and gives one or two reasons you fit. Apply through the official channel as well, since many companies can only process applications that come through their system. And never pay anyone who promises a job in exchange for "HR contacts".

Getting started

Pick 20 companies you would genuinely like as clients. For each, find the TA or HR head, check their recent hiring, and get a verified email and, for your top few, a direct number. That short list will do more for you than any purchased list.

If you want to try it on your own target accounts, prospiq's Free plan gives you 20 credits, no card needed. That is enough for 20 verified emails, or two phone numbers. You can sign up here.

FAQ

It depends on how the data was collected and how you use it, and the DPDP Act's consent rules are being phased in through 2027. Purchased lists rarely show where the data came from, which makes it hard to show you are handling it properly. Check with a lawyer before using any bought list for outreach.

Who should a recruitment agency contact at a company?

Start with the talent acquisition head at mid-size and large companies, since they manage the vendor panel. At smaller companies, go to the HR head or the founder. Add the hiring manager for niche or senior roles as a second contact.

How do I find the HR head's email ID of a company?

Find their name on LinkedIn, the company website or a recent press release. Then use an email finder that verifies the address with the mail server before you send. Avoid guessing an address and sending without verifying it, as bounces hurt your domain.

Should I email hr@ or careers@ addresses?

Not for a vendor pitch. Those shared inboxes are mostly used for job applications, and pitches sent there are rarely seen by the person who chooses agencies. Reach the named TA or HR head instead.

When is the best time to contact HR for vendor empanelment?

When the company is hiring heavily, such as after a funding round, a new office, or a visible jump in open roles. A new TA or HR head is also a good moment, as new leaders often review vendor panels.
